The courses for adults are free of charge, and focus on spoken and written English language training, as well as the acquisition of essential knowledge for a newcomer: healthcare, housing, work, banking, legal and political systems, and other aspects of Canadian society.

Free English Classes for Immigrants : LINC stands for Language Instruction for Newcomers to Canada. At Collège Educacentre, LINC offers basic level English training for adult immigrants in British Columbia.
Government-funded, classes are free for students and focus on basic conversation, writing and reading. The aim is to convey essential knowledge for a newcomer: healthcare, housing, employment, banking, legal and political system, as well as other aspects of Canadian society. LINC also allows students to acquire essential language skills that will facilitate job search and integration. LINC classes regularly connect with the community through field trips and local speakers.

Program offered in Vancouver, Surrey and online
The LINC program at College Éducacentre is currently offered at CLB levels 1 to 5 in Surrey and 4 to 8 in Vancouver.
Where and when?
- The morning LINC courses (levels 1 to 6) are currently offered in a hybrid mode (3 days in person + 1 day online with Zoom each week). It is therefore essential that learners have access to a computer and an internet connection in order to fully participate in the classes.
- The evening courses (levels 5 to 8) are offered exclusively online (Zoom).

Eligibility Criteria
Be 17 years of age or older, and belong to one of these groups:
- Permanent residents of Canada;
- Ukrainian nationals landed in Canada under the CUAET-AVUCU program;
- Persons protected under Section 95 of the Immigration and Refugee Protection Act (IRPA);
- Refugee claimants who have received a favourable Notice of Decision.
If classes are full, priority on the waiting list is given to Francophones, or those affiliated with the Francophone community.
How to register?
If you have not already done so, you will need to take a free assessment to determine your English proficiency level. This language placement test will then allow you to register for the LINC program. To take the assessment, simply fill out and print this registration form and forward it to one of the two LINC assessment centers along with a copy of your proof of permanent residency (front and back of your Permanent Residency card, landing form, etc.). Depending on where you live, you will need to apply to the Vancouver Language Assessment Centre or Surrey Assessment Services. The addresses are listed below.
You will need to forward both documents in person, by mail or fax (for confidentiality reasons, e-mail submissions are not accepted). The center will then contact you to explain the test procedure. This can take several weeks, as the demand is currently very high.
Once you have received the results of the assessment, contact our LINC Assistants in Vancouver or Surrey who can guide you through the LINC program registration process.
Be sure to indicate if you speak French on the form you will be completing.
